WebArmor strip is kinda wonky in a way where you only really need it if you are doing endless SP missions, where it helps to have a full strip, which can be achieved quite easily on most abilities. Where full strip doesn't matter is regular star chart and sortie content, but then again a partial armor strip isn't useful there either.
